If you are unable to find what you need please feel free to contact Building & Zoning Staff. The Department is located at 205 N. 2nd Street, next door to City Hall. This department is responsible for permitting and inspections, planning and development, zoning, business tax receipts, special events and facility rentals.

The Building Division, which includes permitting and inspections and contractor registration, is responsible for making sure that all new or improved structures meet state building codes and local ordinance requirements. Work is divided into three major activities: permit processing, plans examination and construction inspection.  Plans are examined to ensure all construction meets the requirements of codes, regulations and other ordinances. Field inspections are conducted to assure all new improvements are being constructed in accordance with approved plans and all applicable construction codes.


The Planning Division is responsible for both long range and short range planning functions. Planning maintains and updates the City’s Comprehensive Plan and the Land Development Regulations. All development plans are reviewed to assure conformity with these two guiding documents. Applications submitted for consideration include, but are not limited to; Subdivision Review, Plat plans, Future Land Use Amendments, Annexations, Zoning changes, and Conditional Use requests, for Planning Board approval; Variance applications for Zoning Board approval, as well as, Certificate of Appropriateness for Historic Board approval.


Business Tax Receipts Division processes applications, schedules required new business inspections and collects fees due. All businesses located within the City of Palatka are required to obtain a Business Tax Receipt which must be renewed annually. Please contact the Business Tax department at (386) 329-0103 if you are a new business needing a license for the first time, to learn about license fees and to obtain a copy of the application and schedule inspections for Building and Fire safety.
