The City of Palatka has several Citizen Advisory Boards that residents of the City of Palatka, and other interested individuals are welcomed and encouraged to participate in. Board memberships are highly responsible non-paid public service positions that assist the Palatka City Commission and the City of Palatka departments in making decisions that affect the well-being of the community and its citizens.

CITY OF PALATKA ADVISORY BOARDS AND COMMITTEES
ALL OF THESE POSITIONS ARE NON-PAID, PUBLIC SERVICE POSITIONS
Board of Rules & Appeals: Section 18 – 31(b): “Each of the members shall have at least 10 years of continuous, responsible experience in his respective field and, with the exception of the chief building official, shall have an established business in the city; provided that it shall not be required that such substituted member (see Sec. 18-31-(a) – any technically qualified disinterested person regardless of occupation) shall have an established business in the City.” Membership is tied to profession. This is a statutory board. No residency requirement. Meets as required. This Board assists in the control of building structures and, when appealed to, interprets the provisions of Chapter 18, Buildings and Building Regulations, or any of the several building codes of the City. Members serve five-year terms.
Palatka Gas Authority: Sec. 154 – “Every person appointed as a member of said authority shall, at the time of the appointment, be a qualified elector of the City, and any member of the authority who ceases to possess any of the qualifications herein specified shall immediately forfeit his office. . .” Meets 1st Thursday of mo at 7pm
The Palatka Gas Authority serves as the governing board of Palatka Natural Gas, a public-corporate entity that functions as a natural gas public utility. Duties include:
· Setting policies governing the operations of Palatka Natural Gas and its gas system plants
· Adopting operating budgets and establishing rates
· Assisting in the establishment of policies governing employees
The Authority holds twelve regular monthly meetings per year at 7:00 p.m. on the first Thursday of each month, and also meets periodically to address time-sensitive issues. Members serve three-year terms.
Palatka Housing Authority: Senate Bill #631 made into law 5/30/63, page 16, states, “Any person may be appointed as commissioner if they reside within the area of operation of the Agency (which shall be coterminous with the area of operation of the municipality) and are otherwise eligible for such appointments under this Act.” FS Ch.421.03 Definitions – 6(a) - Area of Operation: “In the case of a housing authority of a city having a population of less than 25,000, shall include such city and the area within 5 miles of the territorial boundaries thereof;. . .” Meets bi-monthly on the 3rd Thursday at 12:15 p.m at PHA Offices.
PHA Commissioners serve as the governing officers of a public-corporate entity that functions as a developer and landlord of local low-income housing programs. Some of the principal responsibilities are:
· Providing leadership and advocacy for public housing
· Setting policies governing the operations of the PHA
· Ensuring that the PHA operates within the law and according to HUD regulations;
· Adopting operating budgets
· Assisting in establishing policies to prevent fraud, abuse, mismanagement and discrimination.
Commissioners help keep the community focused on the PHA’s mission to provide decent, safe and sanitary housing for residents, and help set goals for assisted housing. The Board holds six regular bimonthly meetings per year at the PHA offices, and also meets periodically to address time-sensitive issues. Members serve four-year terms.
Palatka Historic Preservation Board: Sec. 54-76 – “Members shall be selected on the basis of their interest in preserving historic districts. . .” Membership tied to differing positions, i.e. property owner in historic districts, representatives of certain professions and member of the Putnam Co. Historical Society. No residency requirement. The purpose of this Board is to preserve and enhance the character of the historic districts. Historic Preservation Board Members serve three-year terms and meet at City Hall on the 1st Thursday of each month at 4:00 p.m. Members enforce and have jurisdiction over certain provisions of the Palatka Municipal Code, which relate to issuing certificates of appropriateness on construction and/or renovations, and monitoring for compliance with building codes. A complete description of this Board’s mission and duties is available at City Hall. This is a non-paid, public service position. Members serve three-year terms.
Library Board – this is a Putnam County Citizens Advisory Board; (4) of its members are recommended for appointment by the City. The Commission has traditionally appointed only city residents to these four positions. The purpose of this Board is to govern the County Library System. Board Members meet bi-monthly on the 3rd Monday at 3:45 p.m. The meeting place alternates between Putnam Co. municipalities. A complete list of the Board’s jurisdiction is available at the Putnam County Library. Members serve three-year terms; maximum of 2 consecutive.
Board of Zoning Appeals – Sec. 94-61 (a – d), “Established; membership; removal of members; officers.” The Palatka City Commission has a policy to appoint only City Residents, whenever possible, to this board. Statutory Board. Meets 2nd Tues. of mo at 4 pm. This is a highly responsible Board with authority to hear and decide appeals and variance requests concerning the Palatka Zoning Code, and review any order, requirement, decision or determination made by the Zoning Administrator. Code Enforcement Board – Sec. 2-284 (a) states “. . .All members of the Board shall be residents of the City.” Statutory Board. Meets 4th Wed. of mo at 4 pm
The purpose of this Board is to keep the community focused on the City’s mission to promote, protect and improve the health, safety and welfare of the citizens of the City by providing an equitable, expeditious, effective and inexpensive method of enforcing the Codes of the City of Palatka. Members enforce and have jurisdiction over certain provisions of the Palatka Municipal Code which relate to advertising, animals, buildings & building regulations, nuisances, junked autos and abandoned property, signs, public places, utilities and zoning. Planning Board – Sec. 54-33 states “. . .It is not a necessary qualification for service on the city planning board that the appointee shall be a qualified elector of the city.“ Palatka City Commission requires that members either live in the city limits or own a business in the city limits. Statutory Board. Meets 1st Tues. of mo at 4pm
The purpose of this Board is to make recommendations to the City Commission on annexations, zoning ordinances and amendments to the Official Land Use Map; subdivision plats, street dedications, utility privileges, and any other such related land use and/or planning issues as directed by the City Commission. Members have jurisdiction over certain provisions of the Palatka Municipal Code, which relate to land use and zoning, and the granting of variances of related provisions of the Code. EMPLOYEE PENSION BOARDS: There are three (3) pension boards:
General Pension Board – Sec. 2-185 (a)(4) – Total of five members – “One citizen of the city having financial experience and background, to be appointed by the City Commission.” No residency requirement for other four members. Statutory Board.
Firefighter and Police Pension Boards – Sec. 2-250.25 (a)(1) – Total of five members – “Two individuals who are legal residents of the City of Palatka shall be selected by and to serve at the pleasure of the City Commission.” No residency requirement for the other three members. Statutory board – membership requirements dictated by state statute. These Boards Meet Quarterly (Sept., Dec., March & June) on 3rd Tues of the month; General meets at 10 a.m; Police at 1:30 p.m.; Fire 3:00 p.m. These are highly responsible Boards whose Trustees are charged with the administration, management and responsibility for the proper operation of the Palatka General Employees, Firefighters’ or Police Officers’ Retirement Plan, and for interpreting and making effective the provisions of the retirement plan. Members serve two-year terms and meet a minimum of one time during each quarter of the calendar year. Other meetings are called as necessary.
Golf Course Advisory Board – no residency requirements; five (5) members; one appointed by the Commission, two appointed by the Men’s Golf Association, and two appointed by the Women’s Golf Association. Meets monthly This advisory board serves to advise and make recommendations to the Golf Pro and City Manager on matters concerning the Palatka Municipal Golf Course. Members serve one (1) year terms.
Tree Committee – Sec. 94-293 – “. . .One commissioner and six citizens who will serve at the pleasure of the commission.” No residency requirement. Meets 2nd Monday of mo at 4 p.m. Other meetings may be called as necessary. This Committee works closely with the City Parks Superintendent, Public Work Director and Forestry personnel on matters concerning city-owned trees and plantings on City rights-of-way, parks and other city-owned properties.
Airport Advisory Board – (2) at large positions; all other positions tied to professional or aviation affiliations. No residency requirement. Meets 1st Wed. ea. month at 12:00 noon at Palatka Municipal Airport. This advisory board serves to advise and make recommendations to the Airport Manager and City Manager on matters concerning the Palatka Municipal Airport. Members serve at the pleasure of the City Commission.
Police Alarm Review Board – Only one position tied to City residency; appointee must be an alarm user. The remainder represent commercial & industrial users and the alarm industry. Meets as necessary This is a highly responsible Board whose members are charged with the responsibility of hearing appeals of the denial, suspension or revocation of an alarm registration. Members serve at the pleasure of the Commission. Meetings are called as necessary.
Downtown Tax Increment Review Committee – no residency requirements other than two positions specifically tied to residency in the North or South Historic Districts. Appointments recommended by Downtown Palatka, Inc. Members serve at the pleasure of the City Commission. Meets quarterly 2nd Wed of month at 3 pm Members review Tax Increment Fund expenditures for appropriateness and can make recommendations concerning Tax Increment Fund expenditures.
Nuisance Abatement Board – Sec. 46, Article IV, 46-254 – members must be registered electors (residents) of City. One position is an attorney with trial experience. Meets as required. This highly responsible board hears evidence, declares nuisances, and imposes penalties and fees related to the existence of public nuisances on places or premises located in the City of Palatka. Members serve three-year terms.
Citizens Advisory Task Force - members must be City residents. This committee meets as needed to consider recommendations to the City Commission on Community Development Block Grant projects concerning housing, neighborhood revitalization, commercial revitalization, and/or economic development
It is the policy of the Palatka City Commission to give preference to any applicant that is a resident of the City. All appointments are made by the Palatka City Commission. Appointment to a City board is not a right; it is a privilege.
