Phase I

Construction for Phase I of the Riverfront Park improvements started in the summer of 2012 and was completed in the spring of 2014. Prior to Phase I the Palatka riverfront remained a disorganized space, despite the striking beauty of approximately 6,000 linear feet of open space along the river.  Old building footers protruded from the weeds and vehicles parked in random areas.  Phase I funding totaled $1.2 million in CDBG, HUD grants, and local tax increment funds accomplished the following:

  • Park and green space beautification including Event Lawn and loop walkway for the one- acre  northern park section;
  • Riverfront Park 60-space landscaped parking lot at Reid St (US 17) and Memorial Parkway;
  • downtown streetscape improvements between Riverfront Park and N. 3rd St. including roadway realignment, street tree planting, utility undergrounding, cleanup and resurfacing of two existing unpaved public parking lots with 35 parking spaces, and  intersection improvements including brick paver pedestrian crossings; and
  • canoe and kayak soft launch at north park.


Phase II

Construction for Phase II is expected to commence in June of 2014. Phase II construction is estimated at $1.3 million and is funded through a combination of grants and local funding sources including but not limited to; a Fish and Wildlife Conservation Commission Boating Improvement grant, CRA Tax Increment Funds, Better Place Funds, a National Endowment for the Arts Our Town grant and a Federal Highway Administration Ferry Grant.  Phase II improvements to the southern end of the Riverfront Park include:

  • expansion of the existing marina with a floating dock with 20 slips;
  • expansion of boat launch from two to five ramps;
  • construction of new restroom and concession facilities;
  • underground utilities, reorganization of existing parking and provision of new parking facilities;
  • realignment of roadways and development of roundabout;
  • new pedestrian and bicycle pathways; and
  • stormwater treatment improvement providing treatment of first flush of downtown watershed (no treatment is currently provided).


Project History

Since its inception The City of Palatka Community Redevelopment Agency (CRA) has been seeking the revitalization and beautification of Downtown Palatka. The CRA and the City of Palatka are currently pursuing the redevelopment of the Palatka Riverfront. In the summer of 2009 Michael Redd & Associates, a North Palm Beach Landscape Architecture firm, was selected to come up with a Master Plan for the City of Palatka’s riverfront. Over the course of the next year through a series of public charrettes and multiple plan revisions a Master Plan was developed. Michael Redd & Associate’s plan took into consideration the adjacent redevelopment efforts. The video and Master Plan show an illustrative rendering of what the development and the riverfront could look like. A condensed version of the vision for the Riverfront consists of:

  • Streetscape Improvements
  •  Interactive Splash Pad
  • Park Landscape and Lighting Enhancements
  • Parking Improvements
  • Improved Vehicular Circulation
  • Event Lawn
  • Uniform Sea Wall and Pedestrian Walks
  • “Cypress Dome” as an interpretive environmental element
  • Additional Boat Launches
  • Restroom/Shower Facilities for Boaters
  • Floating Docks
  • “Soft” Launch for Kayaks and Canoes
