About the Department

Welcome to the City of Palatka Planning Department.  The purpose of Planning is to establish and enforce development criteria such as setbacks, building heights, landscaping, and signs, to assure that the City of Palatka zoning regulations are followed.  The Planning Department is responsible for both long range and short range planning functions. Planning maintains and updates the city's Comprehensive Plan and the Land Development Regulations.  All development plans are reviewed to assure conformity with these two guiding documents. 

For your convenience, we have all of our forms available online, as well as the Comprehensive Plan, GIS Reference Map  and Municipal Code.. 

Permit Process

Beginning October 2018, All permit applications must begin at Putnam County Building & Zoning Department or submitted online at: Putnam County Building & Zoning Department .  Putnam County Building & Zoning Department will route the application to the City of Palatka.  The City reviews building permit applications for consistency with City zoning code.  During the review process, The City may contact you for additional paperwork and application fees.  Once the City has reviewed the permit, all staff comments will be routed back to Putnam County.  

Business Tax Receipts

Congratulations on opening or growing your business in the City of Palatka!  The Local Business Tax takes the place of what used to be known as an occupational license. It's an annual fee that gives you a Local Business Tax Receipt which is good from October 1 to September 30th of each year.  Renewals are sent out in July of each year.  Payment is due by September 30th.

Before leasing a space in the City, it is strongly recommended you contact the Planning Department to ensure the space is properly zoned for your business. 

In order to apply for a local business tax, please fill out the Business Tax Receipt Application . The application and required documents can be submitted in person or via e-mail.
