Mission Statement
The Finance Department is dedicated to protecting the City of Palatka’s financial integrity and assets. We manage and maintain accurate financial records, maximize revenue through strategic use of grants, and ensure compliance with Florida Statutes, Governmental Accounting Standards Board (GASB) guidelines, and City policies. Our mission is to responsibly steward public funds and safeguard City assets and infrastructure to meet the current and future needs of the City Commission, City staff, and the citizens of Palatka.
Adopted/ Final Budgets
The Adopted (or Final) Budget represents the City of Palatka’s official financial plan for each fiscal year, as adopted by the City Commission through the annual public budget hearing process. These documents show the budget as it stands on October 1st of each fiscal year. Any amendments or adjustments made during the year are not included in these versions.

Budget Amendments
In accordance with Florida Statutes, all amendments to the City of Palatka’s Final (Adopted) Budget must be publicly posted. Budget amendments are City Commission approved changes made to the original budget during a given fiscal year. Approved amendments are listed below and organized by fiscal year.

Annual Comprehensive Financial Report
The Annual Comprehensive Financial Report (ACFR) presents the City of Palatka’s audited financial statements for each fiscal year. Prepared by an independent auditing firm, these reports provide a detailed overview and evaluation of the City’s financial position and performance.

Capital Improvement Plan (CIP)
The Capital Improvement Plan (CIP) is a multi-year planning and budgeting tool that guides the City of Palatka’s investments in major infrastructure and facility projects, such as roads, utilities, stormwater systems, and parks. Developed in accordance with Florida Statute 163.3177, the CIP supports the Capital Improvements Element of the City’s Comprehensive Plan by identifying and prioritizing essential projects. It is reviewed, updated, and adopted annually by the City Commission as part of the budget process, typically taking effect on October 1, the start of the fiscal year.
