Palatka CDBG-DRI Matthew Improvements
Overview
The 14th Street Drainage Basin Service Area in the City of Palatka floods frequently during significant storm events. The area flooded significantly during Hurricane Matthew. The primary cause of this frequent flooding is the size, age and condition of the existing storm sewer system in the service area. The activity proposed in this service area involves storm sewer system replacement (new pipes and inlets/manholes appropriately located and sized), curb and gutter installation, and roadway reconstruction. These proposed activities will greatly alleviate flooding by improving the capacity and condition of the storm sewer system and more efficiently directing storm water surface runoff to the proposed inlets. The project also proposes to achieve storm water quality treatment through either exfiltration trenches or a retention pond. The proposed project area is primarily concentrated on 14th and 15 Streets, and is bounded by Crill Avenue. to the South, 13th Street to the east, St. Johns Ave. to the north, and 16th Street to the west.
The scope of work to be carried out in Service Area #1 is as follows:
- The replacement of the existing storm water collection system along South 13th Street between Oak Street on the north and Diana Drive on the south, a distance of 1,125 linear feet;
- The replacement of the existing storm water collection system along South 14th Street between Oak Street on the north and Diana Drive on the south, a distance of 1,100 linear feet;
- The installation of a new storm water collection system along Diana Drive between South 13th Street on the east and South 14th street on the west, a distance of 350 linear feet;
All of the storm water system lines being installed in Service Area #1 are interconnected.

The City of Palatka has procured Fred Fox Enterprises, Inc. as the City’s grant administrator. The City of Palatka advertised for a grant administrator in the Ocala Star Banner (a regional newspaper) on June 19, 2019. Proposals were due City Hall on July 17, 2019. The City received only one proposal which was from Fred Fox Enterprises, Inc. The City requested and received DEO approval of the procurement of Fred Fox Enterprises, Inc. on August 2, 2019.
The City of Palatka has procured DB Civil Construction, Inc. as the City’s construction contractor. The City of Palatka advertised for construction bids in The Gainesville Sun (a regional newspaper) on March 13, 2020. Bids were due April 14, 2020. The liquidation of damages associated with the contractor’s failure or inability to implement the contract is $1,423 for a contract amount between $500,000 and $2,500,000 and $2121 per day for a contract amount between $2,500,001 and $5,000,000. The City received six (6) construction bids. The low bidder was awarded the construction by the City of Palatka on June 11, 2020.
