The City of Palatka hereby requests proposals from qualified individuals or firms to provide Engineering services for a Florida Small Cities Community Development Block Grant Mitigation (CDBG-MIT) project to harden the Price Martin Community Center and Shelter. 

The City has been awarded CDBG-MIT Grant #I0146 in the amount of $1,176,315.00, therefore, procurement and contracting will follow CDBG regulations.

To solicit the maximum number of responses, the City of Palatka is publishing this solicitation in the Gainesville Sun, a Metropolitan Statistical Area (MSA) Newspaper.

The City of Palatka has completed an independent cost/price analysis to establish a reasonable price for the engineering services requested.

Engineering Services for this project will include but not be limited to topographical surveying, testing, engineering design, architectural design, permitting, bidding, construction administration and resident observation services.  

Proposals will be accepted on an equal competitive basis.  No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime. 

The evaluation criteria that will be utilized in the selection of the engineer are as follows:

Program or other grant programs requiring Davis-Bacon Compliance;               20 pts.

1. Experience with Previous CDBG Projects;                                                      20 pts.
2. Management and Staffing, organizational charts, resumes, etc;                     20 pts.
3. Ability to become Quickly Familiar with Local Conditions;                               20 pts.  
4. Experience with Civil Engineering Projects;                                                    10 pts
5. Approach to Task.                                                                                            10 pts

In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants' Competitive Negotiation Act, Florida Statute 287.055.

Respondents are required to submit one (1) original, three (3) copies, and one (1) digital copy on a thumb drive in a sealed envelope marked “SEALED PROPOSAL FOR CDBG SERVICES (RFQ-2022-24)”. Qualifications must be received NO LATER THAN 3:00 PM EASTERN TIME ON NOVEMBER 29, 2022, at Palatka  City Hall, Attention: Ms. Sunni Krantz, Interim City Clerk. The mailing address is: 201 North 2^ND Street, Palatka, Florida 32177.

Hand-carried and express mail proposals may be delivered to the above address ONLY between the hours of 8:30 a.m. and 5:00 p.m., local time, Monday through Friday, excluding holidays observed by the City. Respondents are responsible for informing any commercial delivery service, if used, of all delivery requirements and for ensuring that the required address information appears on the outer wrapper or envelope used by such service.

Any proposal received after the deadline will not be considered and will be returned unopened.

The City of Palatka reserves the right to reject any and all qualifications, to waive any informalities or irregularities in the proposal process and to award the contract(s) in the best interest of the City. Engineering service contract(s) are contingent on approval by DEO.
