PUBLIC NOTICE OF PROPOSED CDBG DISASTER RECOVERY MITIGATION INFRASTRUCTURE PROJECTS FOR THE CITY OF PALATKA
The City of Palatka anticipates applying for Round Two of the Rebuild Florida General Infrastructure Program (GIP) funding provided by the U.S. Department of Housing and Urban Development (HUD) to support long-term mitigation efforts by assisting the State of Florida and its local governments in minimizing or eliminating the risks and reducing losses from future disasters. This program is being administered by the Florida Department of Economic Opportunity (DEO) thru the Community Development Block Grant – Mitigation (CDBG-MIT) Program. A total of four hundred seventy-five million dollars ($475,000,000.00) in funding has been allocated by the Florida Department of Economic Opportunity (DEO) for the Rebuild Florida General Infrastructure Program. The funding will be allocated through three separate funding cycles which will be held over a three-year period with the second funding cycle, to have applications due in to DEO on or before September 17, 2021. The amount of funding available in the second GIP application cycle is one hundred seventy-five million dollars ($175,000,000.00). The minimum allowable grant request is two million dollars ($2,000,000.00). Eligible types of projects are those that demonstrate increased community resiliency. Examples of some of the types of projects encouraged by DEO are as follows:
- Restoration of critical infrastructure (such as water and sewer facilities, streets, removal of debris, drainage, bridges, etc.).
- Renourishment of protective coastal dune systems and state beaches.
- Building or fortifying buildings that are essential to the health, safety and welfare of a community (this can include police stations, fire stations, parks and recreational centers, community and senior centers, hospitals, clinics, schools and educational facilities, other public properties).
- Rehabilitation or construction of stormwater management systems.
- Improvements to drainage facilities.
- Reconstruction of lift stations and sewage treatment plants.
- Road repair and improvement and bridge strengthening.
The City of Palatka anticipates submitting three applications for a total of eleven million, four hundred ninety-eight thousand six hundred and seventy-three dollars ($11,498,673.00) in funding through Round Two of the CDBG-GIP General Infrastructure Program.
Activities that are typically eligible for funding under the Community Development Block Grant (CDBG) Program as well as specific additional activities as outlined in the State of Florida CDBG-MIT Action Plan for the program are eligible projects if no other funding is available to meet the need. Applications are due in DEO no later than September 17, 2021.
The City of Palatka anticipates submitting three (3) separate applications for funding for mitigation of 1) Sanitary Sewer, 2) Potable Water (Northside East), and 3) Potable Water (Northside West). The project synopsis and budgets for the three (3) applications being submitted are as follows:
Sanitary Sewer Collection System Mitigation Project: The City’s wastewater collection system experiences significant infiltration & Inflow (I & I), which causes significant problems throughout the collection system and at the City’s Wastewater Treatment Facility (WWTF). During significant storm events, a significant amount of stormwater enters into the existing pipe wastewater collection system through damaged pipe and degraded manholes. Additionally, during power outages, the sanitary sewer system experiences challenges.
The project will replace and or rehabilitate the existing degraded Sanitary Sewer wastewater collection system, replace and or rehabilitate the existing manholes, rehabilitate sanitary sewer lift stations, add a permanent emergency electrical generator to address critical power outage challenges, and close or seal any open collection system cleanouts and other inlets currently allowing stormwater inflows into the wastewater collection system. The City of Palatka anticipates submitting an application for the following improvements:

Sanitary Sewer Wastewater Resiliency & Hardening Improvements Project (includes Environmental Review and Project Delivery Costs) | The Project will rehabilitate Sanitary Sewer facilities at five primary sites and two lift station sites in the City that have been identified as origination points for stormwater inflow and infiltration or are without generator power. The project will rehabilitate by lining (Cured in Place Piping - CIPP) 15,358 linear feet of sanitary sewer lines, rehabilitate by CIPP 12,600 linear feet of sanitary sewer laterals, rehabilitate by lining 71 manholes, install 11 new manholes and make necessary street repairs to reduce Inflow and Infiltration of stormwater. The Sanitary Sewer project will additionally rehabilitate the City’s sanitary sewer Lift Station #16 and will install an emergency electrical generator at the Oleander Drive Lift Station. | $3,508,181.00 |

Northside Water Main Improvements East Project: The City has historically been challenged with providing adequate levels of water service (flows and pressures) to meet peak flow and fire flow demands in the service area. The City’s deficient water system infrastructure places the City’s residents at risk especially during fires and other natural disaster events. To help ensure a resilient water supply and fire protection service, the proposed improvements in this application will help the community withstand various hazards and risks, and meet public health, safety, and economic security needs of the community.
The project will replace the existing aging undersized water lines, fire hydrants and potable water valves to provide better fire protection, improved water pressure, better water quality and also reduce current line flushing that wastes water. The City of Palatka anticipates submitting an application for the following improvements:

Northside Water Main Improvements EAST (includes Environmental Review and Project Delivery Costs) | The Project will replace 17,730 linear feet of existing water lines, 30 fire hydrants, 104 gate valves, 403 water services, and make necessary repairs to sidewalks, street, driveways, curbing and inlets disturbed during construction, to improve Fire Protection for all potable water for customers within the service area. The Service Area is bound on the north by the homes north of Ocean St and Dunham St, bound on the east by the homes on the east side of N 10th St and N. 9th St and N. 3rd St., bound on the south by Hwy 100, and bound on the west by N. 12th St. to Washing Ste., bound on the NW by the railroad tracks back to Ocean St. | $3,181,871.00 |

The service area commences at the corner of south end of Magnolia St and E. Bay St, bound on the north by E, Bay St to N. 20th St, bound on the west by N. 20th St to old Jacksonville Hwy., bound on the NW by Jenkins Middle School, crossing the schools to the corner of 18th St N and Wapalaw St, bound on the north by Wapalaw St to the north end of N 16th St, bound on the NE and east by the railroad tracks, bound on the south by Hwy 100, bound on the west with a north directional line to the origination point at the south end of Magnolia St and west end of E. Comments from the public must be received no later than 5:00 p.m. on Wednesday, September 15, 2021. All comments will be considered and proposed changes will be submitted to DEO. Information relating to the proposed project and application will be available for review between 8:30 a.m. and 5:00 p.m. at the City of Palatka, City Hall located at 201 North 2nd Street, Palatka, FL 32177.
