SECOND PUBLIC HEARING NOTICE

The City of Palatka plans to apply to the Florida Department of Economic Opportunity (DEO) for a FFY 2021-22 Small Cities Community Development Block Grant (CDBG) of $750,000.00 in the Neighborhood Revitalization category. If not funded under the initial FFY 2021-22 combined cycle, this notice and public hearing will be used for a subsequent FFY 2022 cycle. For each activity that is proposed, at least 70% of the funds must benefit low- and moderate-income persons. The activities, dollar amounts and estimated percentage benefit to low- and moderate-income persons for which the City of Palatka is applying are:                                                                                               

Service Area #1 Potable Water Distribution System – Water Main Replacement 

03J – Water Line Replacements: The City of Palatka proposes to replace 2,150 linear feet of aging existing water main on Madison Street. The proposed work includes the replacements of valves, fire hydrants and associated parts as well as the necessary demolition and replacement of sidewalks and driveways affected by the water main installation. The proposed work will take place on Madison Street between North 5th Street and North 11th Street in Palatka. 

 The activity, dollar amounts and estimated percentage benefit to low- and moderate-income persons in Service Area #1 are as follows:

 Service Area #2 Potable Water Plant - Replacement of High Service Pump 

03J – Water Tank/Well/Plant: The City of Palatka proposes to replace the High Service Pump at the City’s Potable Water Plant. The proposed work will take place at the Potable Water Plant, located at 320 North Moody Road, in the City of Palatka. 

 The activity, dollar amounts and estimated percentage benefit to low- and moderate-income persons in Service Area #1 are as follows:

 The City of Palatka does not anticipate that anyone will be displaced as a result of CDBG-funded activities. If any persons are displaced as a result of these planned activities, the City of Palatka will assist as described in the City’s anti-displacement and relocation policy, which is available for review at City Hall.

 A public hearing to provide citizens an opportunity to comment on the application will be held on Thursday, June 23, 2022, at 6:00 PM or as soon thereafter as possible at the City of Palatka’s City Hall, City Commission Meeting Chambers, located at 201 N. 2nd St., Palatka, FL 32177.  A draft copy of the application will also be available for review during normal business hours at the City of Palatka’s City Hall located at 201 N. 2nd St., Palatka, FL 32177 by noon on June 17, 2022. Persons wanting to submit written comments on the application should send them to Mandi Tucker, the City’s Grants Administrator, by e-mail mtucker@palatka.fl-gov or by mail to City of Palatka, 201 N. 2nd St., Palatka, FL 32177 no later than Thursday, June 22, 2022.
